Animal shelters are really important institutions because animals deserve their rights to a decent life—food and shelter, especially on cold winter days. They also care for the days when something is wrong with them, when they may be hungry and abandoned. It doesn't matter that the animals in these shelters are usually animals without owners; they still deserve protection.
